I have recently purchased a new laptop.
This is like the second time that I’m using the charger, and I am seeing small ‘burn’ marks on the metal prongs like in the picture that I have provided.
I’ve had this with my MacBook chargers and iPad chargers as well - is this normal?

No need to worry, it’s all ok. Notebooks draw quite a current when plugged in, and so it sparks. Since it’s mainly only when you plug it in, and only then, you shouldn’t need to worry. Now, if you hear a “bzz” sound from the socket WHILE plugged in, change the socket because it can heat it up until it melts.
Typically that’s caused by plugging in the charger as a whole, which draws quite a bit of power and as a result will arc.
A socket with a switch wouldn’t have the issue when the switch is off, the wear would then be on the switch.
Plugging the charger into the wall before plugging the charger into the laptop minimizes this a bit. The laptop charger port is low voltage and I haven’t seen burn marks on one yet. Doing it the other way often causes sparks.

To be honest I think it is possible that those marks could just be some dirt that somehow won’t come off, but I can’t tell the difference between the marks on my cables and the ones in OP’s picture.
Or Samsung is crap.
Switch the socket off and plug in and then switch on to stop the arcing. It’s not super dangerous but over time it will oxidise and melt the tips of it and it can degrade it over time
