So, I have an Intel Core i5 8500 @ 3.00GHz CPU and i want a better motherboard, because I’m planning to buy a RTX 4060 Ti 16Gb GPU, and it looks like i will need a motherboard which has a PCIe 4.0 x8 interface. I found this motherboard: MSI B560M PRO-E, but it supports 10-11 gen CPUs… Oh and i have this motherboard currently: PRIME H310M-R R2.0

Nope. Also, don’t buy either version of the 4060 Ti if you can help it - it performs only about 10% better than the 3060 Ti, a card which launched at $399 nearly three years ago.
Sadly where i live (Hungary) they cost almost the same
Please don’t buy a 4060ti… that is arguably the worst price to performance gpu I’ve seen in my life…
