I have the intel i7-2700 kf with the RTX 2060 all on a asrock z390 phantom gaming 4s/ac motherboard. 16 gbs of ram + brand new fan + 1to ssa. I’ve had this issue for a while now. I’ve asked reddit once and I tried replacing the fan but it didn’t help. My cpu usage is always 22%, even while gaming and running cinebench. My cinebench score was around a 1205 for context (pretty sure this is abysmal.) I’ve already tried reinstalling windows, messing with all the settings and bios, everything. Also tried replacing the gpu and nothing changed. Was wondering if maybe my cpu is defective or if there’s a motherboard issue. What should I do?

    Sounds like a fan issue to me. Mobos are designed to drastically throttle down when they detect a failing fan to protect the CPU. If you have replaced your fan, then the issue could be in the connector. Or maybe the fan is plugged into the wrong header? Post some pics.
