I’m planning on getting a new laptop. My current laptop has an 11th gen i7. Will there be a decent upgrade in performance if I get a laptop with a 12th or 13th gen i7 or even a ryzen 7000 processor?

Yes. How much would depend on which series Ryzen, but any Ryzen 7000 i7 will demolish the performance of an 11th gen i7. Even the U series for 13th gen or Ryzen will beat an 11th gen H series.
