I have a gaming pc with a 4090 in the other room. I never really stream to the deck, but I’m wondering if that’s how I should be playing the games all the time?
Would it make a big difference with the 90hz OLED steam deck?

If the deck can run the game at a detail level you like, you should play it locally. Otherwise, stream it. I love game streaming, I used an iPad and an Xbox controller to play 200 hours of skyrim while I lived in a place that was too small to setup a desk, but it’s never going to be as good of an experience as local play. Even with my PC wired directly and the iPad having agreat wifi connection it would still occasionally have a poor connection or the quality would drop.
