I’ve compared my iPhone 14 to my friend’s iPhone 13 Pro and his scrolling is smooth, buttery and doesn’t have this weird blur effect mine does. Is there any fix to this??? Sometimes it’ll stutter too.

You need a new phone to get it. It’s the screen of pro phones called pro motion by Apple.
This is why I never bought into those theories that people cannot tell 120Hz from 60Hz.
