I currently have Apple TV 4K 1st gen, now I’m thinking of making the jump to 3rd gen. What do you guys think? Also I just bought a Samsung UHD Crystal TV, I’m wondering if I’ll notice a difference if I switch to 3rd gen

Crap. I just bought one of these 2 months ago to give it a try. I paid $79. I was disappointed by the PQ on Netflix and DTV Stream playback. I’m not convinced a 4k would be any better.
Trying to dump mine for $50. ☹️
That’s a 2015 device that only does 1080p. If you have a 1080p TV or TV that does good up scaling it’s not too bad but on 4K TV midrange TV the picture will be bad with Netflix. Netflix streams 1080p at very low bitrates.
So apparently I have a 4K TV (I didn’t really pay attention, I bought it from my son who moved across the country). I’ll have to figure out if there’s a way to dumb it down to 1080.

But if I did upgrade to a 4K ATV, it would improve? Or would I have to upgrade my Netflix plan?
You need to upgrade to the 4K plan for the best picture on content that is available in 4K. 1080p content might look slightly better with the Apple TV 4K because it will up scale it to 4K, your TV has poor up scaling , Netflix 1080p streams are low bitrate though, even their 4K streams are lower than other services.
Insignia TVs are not know for their picture quality so the Apple TV will not be able overcome the shortcomings of the TV. SDR will look better than HDR on that model it does not get bright enough to display HDR properly.
