I watched bunch of videos (probably tad too many) about the revision and it was mentioned it can be preordered? I only see ‘available Nov 16’ message on steam store page next to oled models, so I guess the reviewer was wrong? on the other hand it makes sense to give option to preorder right now…

Not necessarily. Content creators don’t always know exactly what the context will be when their video goes live. Particularly in pre-launch reviews like this, they’re normally just given an embargo date and don’t necessarily know the date preorders will be available/sales go live. They might just assume the two dates will be the same.
They also want their content to have legs. There’s generally waves of viewership for these kind of review videos. You’ll get people that watch it right after it’s announced, then another wave once preorders are available, and probably another when it actually starts shipping. You intentionally don’t want to be too specific about dates and other non-evergreen information, just in case things change, dates slide, etc.
