I’m looking for purchasing the new SteamDeck OLED but want to avoid my card being picky at last minute (online buy limit that is not applied well, blockages that my bank say that is a fraudulent purchase and to confirm via phone, etc.).

If I purchase some Steam 100$ cards I’ll be able to purchase the SD with the balance on my account, right?

    Yup. I bought my deck in full from a CS GO case investment I made years ago. Sold the cases and got myself a PC.
