You want the specifications in watt-hours (Wh), not mAh. The International Air Transport Association sets its limit at 100 Wh, but your rules may vary. source, section 1.1

mAh makes for good marketing as it is a big number, but you can’t infer the watt-hour effect of a powerbank given only ampere-hours; you need the voltage too. Many powerbanks are internally 3.7 V but you can theoretically have a powerbank with an internal voltage of 20 V. Applying the 24,000 mAh to the equation would make that it a complete beast of a power source and nothing you would be even remotely allowed to bring onboard an airplane.

So check Wh numbers. If your powerbank is 100 Wh or below you should be good, assuming IATA rules apply. Ask your airline company to be sure.
