I live with roomates, they pissed me off by keeping me awake, so I’ve decided they don’t get to use my apple TV anymore, but I would still like to keep it in the shared living room.

Is there a way to require a pin code for turning on the apple TV?

Settings, General, Restrictions. Turn on and set a passcode.

Then set all the options to the most restrictive settings. You can still use those features, but you’ll need the PIN every time.

I had a similar issue except I solved it by logging on to my router’s website UI and blocked his Xbox’s MAC address from accessing the internet.

I was considering this (it would be worse to allow access, but limit the bandwidth massively), but I feel like I should let him use his own devices lol, the apple tv is 100% mine, so I do what I want with it.

Haha well my situation was a little different. Mine was a roommate who lost his job because he got a DUI and refused to go out and get another job to pay his half of things and instead sat in his room and played Xbox everyday so, in my eyes, the internet was 100% mine since I was the only one paying for it

Yeah if you pay it’s yours. We have internet and electricity baked into the rent, and we pay rent separately. It’s a student home and I’ve seen roommates come and go, this is by far the worst one. No respect for anything, has literally never taken the trash out, and is obnoxiously loud when he plays videogames until 2 am.
