Thunderbolt 4 installation on computer with capable Intel processor?

If a computer doesn’t have a thunderbolt 4 port but does have an Intel processor which specs list it supports thunderbolt 4, can a thunderbolt 4 port be installed on the computer?

For desktop and/or laptop? Either through connecting an adapter to an existing port or setting it up internally?
