OneNote can sync across all devices and platforms for the most part. I use it on my work PC, Ipad and Iphone. It works for drawing and handwriting on my IPad. It can also use the IPad scribble feature to convert handwriting to text, which I find to be surprisingly accurate and useful. I use for work mostly. Personal stuff, because I have Iphone and Ipad etc, I use the native notes app.

    Onenote via my Ipad… https://ibb.co/Y2JGBBy

If you want to use a stylus with a computer you have to buy a tablet like a Wacom. The problem is not all apps work with a Wacom tablet. You should check their web site for more info on app compatibility. Or, better yet, just buy an iPad and pencil so you can take notes and share them on your MacBook.
