I’m asking because I have a friend who is willing to sell me his 64gb steam deck for 250. but it has a cracked screen and some dents/chips. Am I crazy to think there’s a sale coming or should I jump on this deal?

Regardless, you shouldn’t buy it. It’s not worth $250 with a cracked screen. You can get a brand new one now for $350, and a screen replacement will basically get you there. Besides, you’d then have to actually do the screen replacement, which is a fiddly pain in the arse with lots of room for you to mess up the Deck entirely.

I wouldn’t buy the steamdeck with the cracked screen. Steam/Valve also offers refurbished Steamdecks (atleast where I live). Maybe take a look at those.
and theres gonna be a lot of those there as people who bought in last 2 weeks are returning theirs for OLED one
Bad deal for that model even if it was perfect condition as you can find for around that price or less fully functional
