My advice use small screw turns at a time and don’t try to torque the bolts.
But that IHS is definitely the weak link when it comes to cooling the i9s. Delidding or Chilled is really the only way to stop it from throttling under heavy loads when overclocking.
You’re gonna get great Temps without having to faff about with insulating your board or possibly frying it from condensation.
If you don’t want to change motherboards then 9900k is the best you’re going to get. Or perhaps a Xeon e-2288g. I would check ebay for both.
