Both Apple Watch and iPhone can listen to Siri, but they do not always respond to the same Siri request simultaneously. When you say “Siri” or “Hey Siri” near multiple devices, the devices use Bluetooth to communicate with each other and determine which one should respond to the request.The device that responds is the one that heard you best or was recently raised or used
To ensure that your Apple Watch responds to Siri requests, you can press and hold the Digital Crown to make sure it is the only device that listens.For your iPhone or iPad, you can place it face down so that Siri doesn’t respond to your voice
If you have a HomePod, you can say “Hey Siri, turn off Hey Siri,” or use the Home app to turn off Listen for “Hey Siri”
To turn it back on, touch and hold the top of HomePod, then say “Turn on Hey Siri”
Keep in mind that Siri features may vary by country or region

Works as it should on my Watch series 6 with WatchOS 10.1.1 and iPhone 13 Pro running IOS 17.1.1
On my Watch 6 with WatchOS 17.1 there are Siri settings in the WatchApp on my iPhone.
I have activated "listen for “Hey Siri”. But “raise hands to talk” is turned off. “Press digital crown” is also turned off. - Siri responds to “Hey Siri” without pressing digital crown or raising a hand to talk.
I can also have my watch/iPhone call emergency simply by holding the button below the crown for a few seconds.
These new AI chatbots are pretty helpful now. They can easily replace things like reddit and make Internet searches much easier. I asked. the “chatbot” perplexity.ai the same question as this post and got this answer (Perplexity.ai is free and do not require an account and searches in real time on current data):

If you live in th e Apple Ecosystem like with several devices (or at least an iPhone) then Apple Watch is the way to go. It can do so much more than the fitness part. Many useful apps also have a Watch version.
Apple Watch 6 is perfectly suited to both the fitness and all the many other things, an Apple Watch can do. - No need to go for newer models. You don’t need more than Apple Watch 6. But, of course, it is always possible to “invent” extra needs. That is what Apple wants us to do all the time with all devices.
Try to press on the spot where the icon is supposed to be. My icon is also gone (also on EKG) but the features actually works anyway.
WatchOS 10/10.1 is a mess. Several things don’t work properly on my series 6 either. But is it WatchOS which is at fault here.
I think that iPhone 8 is jsut about the finished iPhone. What comes after that is a ton of “new tail lights and fenders” in order to keep selling iPhones.
There is one particular feature, though, which is available on Pro models from iPhone 12 Pro. That is the LIDAR addition to the cameras. This makes it possible to do 3D scans of rooms and objects with apps like Polycam. - I have that, but I must admit that even though the hardware is OK there is a a long way to go for the apps.
So staying on iPhone 8 and getting a compatible watch is the sensible solution. - If you need an. Apple watch at all. I use my Watch 6 for a lot of very practical purposes with different apps/complications. But none of all that fitness stuff. I’m 72.
