It depends if there will be enough contact between pin and pad. If stress tests will show nothing you good to go. You probably won’t damage pin with that pad, but if you correctly mount this cpu just don’t take it our to prevent doing more damage to pad or something.
Check your PL1 and PL2 if it’s really 253w. Try using contact frame before changing cooler, because you have a good one. At last you can try changing CPU Lite load to lower value, default is “Mode 9”. It should give less voltage and make less heat. You can check is your pc is stabile with occt and cinebench r23. With that setup you should be able to even run this cpu with enabled turbo.
Answering your questions. LE should be enough but remember you won’t get better scores with heat from your CPU, maybe noise will be less. There is no big difference LE and LS, maybe you’ll get 2-3 celcius less but with more noise.
