If monitor Hz = (or close to) game FPS, then yes. Enhanced Sync + FPS cap is a very good, smooth, and responsive gaming formula. Freesync is cherry on top. I use Riva Tuner Server Statistics for fractional FPS capping. For example:

60Hz screen, 59 973 FPS cap woth RTSS and Enhanced Sync with Ingatestone V-Sync off gives perfect results.

    However, there are 3 caveats.

    1. Occasionally, some AMD drivers break Enhanced Sync. In such cases, the games start flickering with it. These drivers should be avoided.

    2. Enhanced Sync disables syncing entirely when it falls down to half of the screen Hz. So, a 60 FPS cap on a 120 (or more) Hz screen wouldn’t work. In this case, the game can be set to borderless so it can use Windows’s own desktop V-Sync to sync the frames (RTSS FPS capping is still recommended). This is inferior to using Enhanced Sync, which can tolerate small fluctuations in FPS but a high Hz monitor can already lowers input lag a little by itself.
