The key issue for nVidia would be custom microarchitecture. Existing ARM cores which can be licensed from ARM just can’t stand up to Intel, AMD or Apple.
On the other hand, AMD could just slap an ARM frontend on Zen and largely call it a day. I don’t see why they would, unless Microsoft subsidizes it, but they could.
