You don’t need to get him anything.
That said the iPhone has a much longer support cycle than any android, my iPhone 11 Pro Max I just replaced still gets updates. I’ll be giving that to my 14 y/o son for his birthday.
I say this as an iPhone user, I held onto my 11 until just recently and really only replaced it because I dropped a plate on it at the gym and cracked the screen.
The 13/14 will probably be noticeably better than the Samsung he’s had and if he wants an iPhone it’s probably for iMessage.
My 2 cents
Couple of things:
The watch may still be paired / locked to an Apple account so while you might be able to pair it with a phone you would then likely need to go through a login process. This is your first roadblock.
If you could get around that and you knew someone with a iPhone they could set the watch up for you, but unless it had cellular service its use would be fairly limited to the apps they could load on it for you at the start. This process is primarily used for setting up watches for children, this is how my son has a watch but no phone.
The third option would be to buy an iPhone, but then your first roadblock would still be a problem.
The moral of this story is that it’s rare for things that aren’t yours to just suddenly become yours.
I use some HomePod minis as a atmos setup for my basement tv and I have this issue, my living room tv just has a sound bar and similarly has audio issues with their app.
It’s their app, so far the only thing that fixes it for me is to back out of the app and restart the stream.
I’ve had this issue with TNF a couple times, it’s their app and the way they handle multiple audio streams I believe.
I often have to back out and restart the live stream once the video plays.
I don’t have this problem in any other app anywhere, but you’re not crazy and you’re not alone.
Love my Apple TVs, it’s not on Apple to have BBC support 4k content on their app.
Netflix supports 4k, Disney does, Hulu, MAX, etc

I had the fine woven and my first drop the case was all scuffed and kinda scratched, phone was fine.
Case did the job.
However … the leather cases these replace the scratch would “heal” and just be character on the case but there doesn’t seem to be any chance of these scratches looking any better on the fine woven.
I got a bull strap leather case for my 15 pro max and it’s WAY better than the fine woven, but not quite as nice as the old Apple leather cases
My bet is the hdmi input your Apple TV is plugged into does not support Dolby vision.
Check your tv and make sure the ports support Dolby vision, I’ve seen tvs that only support it on their native smart tv apps but the hdmi ports don’t support carrying the signal.

If you don’t know how to fix it already then asking on the internet is a mistake and your best bet is to buy a new one.
You’ll want one with cellular data I’d wager, my 14 year old wears my old 4th gen watch and it does the trick for this for me
I just switched from an 11 pro max and I’d say go with the 12 if you aren’t getting a pro model for either.
My 15 pro max is lighter than my 11 pro max
