I want to play co-op risk of rain 2 with my girlfriend, is there a way she could play on the steam deck while I play on the host PC without buying the game on a second account?

Only one person can use the game at a time. You can use any of your games on any of your devices, but not two at the same time.

If you mean launching the same game on the same account on two machines that can’t happen
You can use Remote Play Together. Though the game needs to support it.
