So I bought the Steam Deck OLED a few days ago and it’s arriving today but for some reason steam refunded me my money. It still says it’s on its way so I’m just a little confused. This happen to anyone else?

Happened to me too. You’ll see the charge reappear soon most likely.
How long did it take for you to get charged?
See if it actually arrives. If it does, then you appear to be doing well. Most likely it won’t.
