could be put under a specified tdp by the manufacturer in the laptop so it only goes to a certain withhold of power
either that or it’s thermal throttling

You’re comparing a 65w desktop chip to a 28w mobile chip that likely can’t even sustain its base wattage because laptop coolers are designed to be thin, light, and just enough cooling for burstey workloads and not a sustained one like a benchmark.
The i7 1280P can draw up to 64W while the 11400F has a 65W TDP, and goes up from there.
My 12500h can reach 800 points at 85W its all about the tdp of the chip
