I have a 2560 x 1600 external monitor. If I want to run games at 800p and use integer scaling to double pixels
What steam game mode res do I set? Is it 2560 x 1600 and then set in game res to 800p or set both to 800p?

In SteamOS game properties, set resolution to native or 2560 x 1600.
In game, set resolution to 1280x800.
