Sounds like you need to talk to a shrink more than R/intel

I use win 10 with 13600k.
No issues.
Can’t speak to performance vs win 11.
You would probably be very happy with either.
Go with whatever you get the best deal on.
For most users, you won’t be able to tell the difference.
5700xt should have been on the list, aged so well….
All depends in use case, if you are doing lots of cpu intensive work, get an serious aio.
If you are mainly doing just gaming and lighter workloads, a nice air cooler or smaller AiO should be fine.
Only worth switching to 14600k if you need to do cpu intensive work.
Not worth it for gaming.
Cpu is less important at higher res, and with weaker graphics cards.
If you have a top tier card (4080, 4090 or 7900xtx) and you game at 1080 you will see a big jump in many games. But at 4k the only way you will see much difference is with a 4090.
Don’t put a 9900k. Sell old parts and put towards new parts.
12900k, 13600k etc kill 9900k.
Never required but I would always recommend, especially for new builds.
