Returning it to Valve - fortunately bought mine right before the OLED announcement.

There’s no set time, but with so many people that have bought within the last 2 weeks returning their LCD decks to buy an OLED model, there’ll no doubt be multiple refurb restocks over the next few months.

They only offer Steam credit w/ the partial refund for the price difference anyway, there’s no way to get a partial refund back to your original payment method.
