Hilariously enough, if SteamOS takes off Microsoft will be first in line suing Valve for monopoly with the full weight of the US government behind them. The same will happen to Vulkan API. Microsoft will litigate any threat to its dominance out of existence. Linux isn’t a significant threat to Windows home PC market share but you can bet your balls that laws will stamp it out if that ever starts to change.
