It’s because people criticized Fallout 4 as an RPG. Now people are playing it as a looter shooter, ignoring the main story, and wondering why people hated it.

As an RPG it’s terrible. As a looter shooter it’s enjoyable. Those who approached it as the second enjoyed it more and called those that tried it out as an RPG “stupid”.

Plus the story isn’t good. The lead writer said he didn’t put effort into the story because “we can write the best story and they’ll make paper airplanes out of it.” While I can understand not making it a priority, not giving much thought into it because some people won’t pay attention is a shot in the face to those that would.

What settings? Just all low?
