Not sure if I would recommend those exact parts, but yeah, LGA 1700 DDR4 Motherboard + Processor is entirely within your budget.

250 euros is on the ballpark of a new LGA 1700 budget Motherboard and low end Processor. You could potentially go with DDR4.
Don’t even waste your money on that.
For Alder Lake+, ECC RAM support has been confirmed absent in a 12900KF vs 12900K and Intel Ark pretty much says the same about the lower F models, albeit you only care about that if you are using an ECC supporting Chipset.
