Basically I would like to give you correct settings for HDR games I got. I am using mostly settings from „GamingTech“. I am using LG G2 settings because that one got max 1000 nits too. As someone who has a LG C2 monitor (max 800 nits), I found it really annyoing at beginning because I had 0 knowledge of HDR Gaming. So I hope my experience can help.
Before we continue I wanted to define what „paper white“ does. Basically it is brightness of UI in HDR. I mostly go for 120-150. It is just a preference. It does‘t change your game‘s hdr. Just the UI.
Gonna give you my source if there is any. You have to look what LG G3/G2 settings are. Use them for Deck OLED because both got same max nits.
HDR should be at 100% in Steam setting!

Midpoint 1.0 (it was 2.0 and just blowing out every highlighlight like lamps. If it is too dark for you, go a bit higher. Max at 1.5.)

Monster Hunter World (99% for MH Rise the same thing)
Just use default HDR Mode. I don’t own Rise but from my understanding you have to leave it at default settings under “Brightness, Color and Contrast Settings”).
Monster Hunter World (Default settings):
Brightness 4
Color Settings 1
Adjusted Contrast 16
Some “Problems”: If you turn on HDR Wavemap you can see that it only goes up to 750 nits if you use stock settings. If you turn up brightness to 5 or use another contrast, you can fix “max nits”, however it completly fcks up your other highlights or shadows. Just leave it at default settings (before Iceborne, HDR was completly trash. They actually fixed it with this added default settings)

Final Fantasy 15 Windows Edition
In the following you will find my settings for HDR (GamingTech had 0 video on it because of how old this game is).
Basically I just put HDR Brightness at 1000 in Display settings. Don’t play with brightness settings. Just leave it at 50/100. I was playing around with it for 20 minutes and best thing to do is just put your max display nits as HDR Brightness.
“Some Problems”: Basically if you turn on HDR Wavemap you see that almost everything goes up to 1000 nits but there are some things like the sun that goes higher to 2000-3000 nits. That is actually no problem from my perspective because everything else only goes up to 1000 nits.

The only HDR game I have right now is Spiderman Remastered. I enabled HDR in its settings, set its max luminance setting to 1000 nits and I’m honestly not sure I see any difference to SDR mode. Perf Overlay shows HDR is enabled, so maybe I need to change the “paperwhite” level? (which is what I think they’re calling the whitepoint?)
Paperwhite should only change the HUD Brightness. The only game that I have tested that does actually change MAX Luminance is Witcher 3.
I don’t own this game but I searched up “Spider-Man Remastered PC HDR GamingTech” and I found following video from GamingTech, which I take as source in many games above.

Summary: its HDR is broken. HDR Lumiance even at 1500 only gives you 500-560 nits max and looks really dark. However after reading some comments, I found out you can get 1000 nits max brightness with changing up “brightness” before puting HDR on on.
Try out Brightness 75 and HDR MAX Lumiance 1500 to get almost max 1000 nits. To check if it really gives you 1000 nits and almost 0 nits at lowest (to make sure there is no black level raise and shadows are actually blacks when they should be), go turn on HDR-Waveform. I explained in my post how to turn it on.
As I have said above, I cannot test it myself, so you have to test and see if the HDR actually works good or not
Edit: I read some reddit posts too and it is basically a sht HDR port on PC.
You mention “HDR should be at 100% (obviously) in Steam setting!” - where is that exactly?
Let me rephrase myself
When you press “…” button, you get an overlay on right side and in “Gear” setting, you got your normal Brightness option. In HDR it should be at 100%.
