These are Unreal Engine settings, so it might work for other Unreal-based games, or you could borrow well working settings from other Unreal games.
Mentioned settings might not be perfect for the Deck, I don’t know if the exact HDR standards the Deck is using can be found anywhere yet.
For Control, it’s actually a mod made by one of the devs who added native HDR. Kind of a weird situation where a person who worked on the game made it but it’s not an official patch. Maybe that’s why you thought it should work. Don’t know if the mod can be installed on deck but here it is:

Installed on my Deck. I see the HDR option in the game settings but unable to enable it.
That’s odd. It’s listed as HDR supported in Steam.
Hot Wheels: Unleashed definitely works for me in HDR. I did adjust some of the PQ settings but that’s it and you have to do the same with Spider-Man and Cyberpunk too.
I’m not really sure what exactly you mean by “doesn’t work”
