They might live in a state where they aren’t charged sales tax, steam collects sales tax based on where the item is being shipped

That’s really weird, you should contact steam support. I didn’t even order one yet and Gaben broke into my house and replaced my lcd steam deck with the limited edition one within 45 seconds of me seeing the announcement.
