I think the 200/1040 MHz is just a visual bug, for me actually it happens when the GPU is not used so much in a game and the battery life counter goes up, so it shows more battery life

I’ve noticed that some games at the same wattage still consume more battery than others, but not so much, like 15 to 25 minutes

On 3.5 red dead 2 seems more stable now
