Just do what Qualcomm and media tek did, more performance cores and clock them lower, prebably even more efficient that way, just like a 2.0t and 1.5t cars, a bigger displacement will be more efficient than the smaller power engine because it doesent need that much load, and the larger engine is capable of more performance
